Overview
The Shanghai Shipping Exchange (hereinafter referred to as “SSE”) is a national-level shipping exchange approved by the State Council and established jointly by the Ministry of Transport and the Shanghai Municipal People's Government in January 1996. For nearly three decades, SSE has deeply rooted in its core business, focusing on ship sale and purchase, shipping index development, and industry exchange services. SSE has played an indispensable role in standardizing shipping transaction practices, safeguarding market fairness, and facilitating the timely communication of shipping market information.
To proactively adapt to the evolving landscape of the global shipping market, better serve the development of China's shipping industry and the construction of the Shanghai International Shipping Center, and accelerate the development of a world-class shipping exchange, the CPC Shanghai Municipal Committee and the Shanghai Municipal People's Government launched an institution-wide reform of SSE in December 2025. Under the reform, the property rights of SSE as an enterprise entity held by Shanghai Municipal Government were transferred to Shanghai Exchange Group.
Building on this new starting point, SSE is fully implementing the strategic requirements for deepening the development of the international shipping center and serving the advancement of national shipping cause. Guided by the new mission and responsibilities entrusted by the CPC Shanghai Municipal Committee and the Shanghai Municipal Government, SSE will pursue a development path of specialization, market orientation, digitalization, green transition, and internationalization. SSE will plan for long-term development in a systematic manner, continuously strengthen its modern enterprise system, optimize its corporate governance structure, and improve its market-based operating mechanisms.
While consolidating its two traditional core businesses of shipping factor trading and shipping indices, SSE will expand into emerging business areas such as green fuel trading and shipping information consulting. SSE is committed to building an integrated 4-in-1 business model anchored by shipping element transactions, powered by index finance, oriented toward green and low-carbon development, and connected through shipping data.
Looking ahead, SSE will further stimulate market vitality and improve the efficiency of resource allocation. SSE is dedicated to becoming an internationally influential shipping factor trading marketplace, index provider, and information service provider. SSE will accelerate the development of a world-class shipping exchange and contribute to China's strategy of building maritime strength and to the construction of the Shanghai International Shipping Center.
